Tim is originally from Laurel Hill, North Carolina. He joined the University of Arkansas Cooperative Extension Procurement Technical Assistance Center (PTAC) staff as a Procurement Counselor in July 2019. He holds Associate of Applied Science degrees in Industrial Security and Personnel Management from the Community College of the Air Force, a Bachelor of Science degree in Criminal Justice Administration from Park University, and a Master of Science degree in Operations Management (OM) from the University of Arkansas, College of Engineering. Tim served 21 years in the United States Air Force as a recruiter and as a Security Forces Training Superintendent. Since retiring from the USAF, he has held positions with the Arkansas Department of Correction (ADC), Jacksonville Police Department, Cabot Public Schools, Arkansas National Guard Youth Challenge (YC) Program, the Army National Guard Professional Education Center (PEC), the Arkansas Department of Career Education (ACE), Didache Institute/International Church Planters (ICP), and the Arkansas Office of State Procurement (OSP) before coming to the Procurement Technical Assistance Center. His awards include Vendor of the Year from the Arkansas Association of Chiefs of Police, Leadership Academy Honor Graduate, and several public speaking awards. Tim has held positions as board member and President of the New and Related Division of the Arkansas Association of Career and Technical Education (ACTE), served as the Arkansas SkillsUSA State Director for the Division of Career and Technical Education (DCTE), and the Arkansas State Sponsor for the National Center for Construction Education & Research (NCCER) Training. Tim has presented on local, state, national, and international levels covering topics such as teamwork, workplace harmony, and the power of a positive attitude.
